Grant's capture of Vicksburg, Mississippi in 1863. As of the 2000 census, the city had a total population of 23,003 and the total population is estimated at 26,087 as of 2005. Its sister city is Rubtsovsk, Russia.

The average household size is 2.36 and the average family size is 2.94.

In the city the population is spread out with 26.0% under the age of 18, 8.1% from 18 to 24, 25.7% from 25 to 44, 20.7% from 45 to 64, and 19.4% who are 65 years of age or older. The median age is 38 years. For every 100 females there are 86.8 males. For every 100 females age 18 and over, there are 80.7 males.
